BACKGROUND
Large-scale promotion and development of women-run food service enterprises happened in Kerala under the aegis of the State Poverty Eradication Mission of the Government of Kerala, popularly known as Kudumbashree Mission. The Café Kudumbashree model is about building community owned enterprises into professionally run food service units, engaging with the market from a relative position of strength.
In order to develop a holistic ecosystem for the women’ enterprise units in the food service sector, the Kudumbashree Mission created technical support agencies such as Adebha Institute for Food Research and Hospitality Management (AIFRHM) for providing regular inputs. The hospitality sector ecosystem has been built with local resources and capabilities. Two key elements of this ecosystem are AIFRHM and the network of Micro enterprise consultants (MEC). The combination of the AIFRHM team and MECs has worked as a catalyst to improve involvement of women in entrepreneurship and to develop professionalism among the women entrepreneurs to run their business effectively.
While helping the women to improve their business operations, the approach also focused on developing wider market opportunities for them in forms of food court and food fests. The appeal of ‘home-cooked’ food was the key unique proposition for the Kudumbashree food service units. The Café Kudumbashree approach, right from the beginning focussed on building women’s ability to cook and serve food that was ‘local’ and ‘natural’ to them. This meant that each food service unit catered to specific tastes from their social-cultural-geographic specificities. Thus, when aggregated at the State level, the Café Kudumbashree units provided a wide diversity of culinary traditions and products.
As of September 2020, the Café Kudumbashree network has 2425 food service enterprises across Kerala. 9825 women are reported to be owner-workers of these enterprises. Catering units are the most common type of food service enterprises in the Kudumbashree network, with 40% share. 33% of the enterprises are in the nature of kiosks, tea-shops or mini cafeterias. Only 9% of the enterprises are categorised as full-fledged restaurants. 18% are office canteens. Among these enterprises, 15% of the units have reported investments of more than 2.5 lakh,49% of units have investment between 50,000 to 2.5 lakh and 36% units have capital investment of less than 50,000.
In 2012, the Ministry of Rural Development, Government of India recognized Kudumbashree’s potential to support other States by announcing it as a National Resource Organisation (NRO) under the National Rural Livelihood Mission (NRLM). As NRO, Kudumbashree holds the mandate to partner with interested State Rural Livelihood Missions (SRLMs) and provide them with technical and implementation support. In Oct 2018, Bihar Rural Livelihoods Promotion Society (BRLPS), also known as Jeevika, and Kudumbashree NRO jointly piloted an institutional canteen model known as “Didi Ki Rasoi''. The successful pilot of the foodservice enterprise based on the learning of the cafe Kudumbashree Model opened up scope of replication of the model throughout the Nation.

Micro Enterprise Development (MED) is a component under the Start-up Village Entrepreneurship Programme (SVEP) sub-scheme of Deendayal Antyodaya Yojana - National Rural Livelihoods Mission (DAY-NRLM). The MED scheme has the objective to support SHGs and their family member enterprises in the non-farm sector. Under MED, entrepreneurs get all necessary handholding support to enterprise set up and post enterprise grounding, financial support for enterprises promotion will be provided for CIF provision under NRLM and Banks/financial institutions.

One-Stop Facility (OSF) is set up to address the need of such enterprises at sub district level to provide professional business development services to nano- enterprises on the growth track.

The Start-up Village Entrepreneurship Program (SVEP) envisages the promotion of rural livelihoods through community-led enterprise promotion at the block-level. In a country like India, where more than 90% of the population is dependent on the unorganized sector as a means for livelihood, it is important to create an ecosystem where entrepreneurs are equipped with adequate business skills, get incubation support and are provided with necessary financial assistance. It is with this mandate, SVEP intends to support 1.82 lakh village enterprises, in 125 blocks across 24 states in a span of four years from 2015 to 2019. The program will benefit households and communities beyond financial gains by helping the rural population, especially the most marginalized, SC, ST and women to gain a sense of dignity and self-reliance.
Kudumbashree NRO has been entrusted to support 53 blocks across eight states under SVEP.
The scope of its work will include the following
▹ To help rural poor come out of poverty by helping them set up enterprises and provide support till the enterprises stabilize.
▹ To provide entrepreneurs with business skills, exposure to new ideas, financial linkages and other necessary business support.
▹ Using NRLM SHGs/federations as supporting structure during first critical six months.
▹ Identify and train 1325 CRP – EP from 53 blocks to impart requisite support to the enterprises.
▹ Creation and strengthening of about 1,27,200 village enterprises in 53 blocks across 8 states in the first phase of four years.
Major components under SVEP:
i) Community Resource Person for Enterprise Promotion (CRP-EP) – SVEP provides for a community cadre selected and trained from the SHG network (NHG in Kerala) to be deployed to provide the technical assistance to entrepreneurs in the block. The CRP-EP is conceptualised similar to the Micro Enterprise Consultants (MEC’s) who have been trained and deployed by Kudumbashree.
ii) Block Resource Centre for Enterprise Promotion (BRC) – The Block Resource Centre is a community-owned institution which is expected to be a support system for all enterprise-related activities in the block using the MEC’s.
iii) Block Level Federation (BLF) - The Block Level Federation under NRLM will be the institutional platform for BRC-EP. It will be a registered entity and will be responsible for undertaking all financial transactions related to the functioning of BRC. The Block Level Federation will own the Block Resource Centre whereas the MEC group working in the block will be assigned the responsibility of operating the BRC.
iv) Community Enterprise Fund (CEF) – The CEF is a corpus fund at the block-level that is controlled by the community for the purpose of providing loans solely for the purpose of enterprise development. Under the project a loan of up to Rs. 1 lakh can be provided for an enterprise from the CEF, but it is recommended that loans above Rs. 50,000 be first routed through banks.

Enterprise Benchmarking Surveys
- These surveys are meant for developing benchmark values for a set of identified parameters for tracking the performances of micro enterprises run by the poor. It has come out of the understanding of the need for separate performance standards for benchmarking of micro enterprises of the poor; conventional industry standards are not useful here.
- Data is collected from existing enterprises on their ownership, capital, operations, and costs. MECs collect data for each pilot district and feed into a software application which calculates values for given parameters.
Performance Tracking System
PTS is a method of systematic collection and analysis of business information, to understand and measure business performance. The system is administered through Micro Enterprise Consultants (MECs), who have the responsibility to ensure maintenance of basic books of accounts by the entrepreneur, collection of data from the enterprise regularly, and generating financial statements from the transaction data thus collected. The financial statements allow comparison of the performance of an enterprise over time, and that of different enterprises of the same type at a given point of time. The PTS is currently being administered on paper as well as in an app based system. It ensures regular monitoring of the micro enterprises set up by poor women.
Utility of PTS to Stakeholders
PTS helps the entrepreneur in understanding the performance of the enterprise, analysing it, and thereby improving performance. It also helps the entrepreneur in availing finances for the enterprise as it ensures systematic book keeping and timely generation of financial statements. It helps banks and financial institutions in assessing the performance of the enterprise and the credit-worthiness of the entrepreneur. For the State Rural Livelihood Missions (SRLMs), the PTS provides useful information on the performance of enterprises covered under their projects, in monitoring the performance of MECs, and in formulating or changing policies on enterprise promotion.
MEC groups and business plans
- The objectives of MEC group formation includes pooling of multiple skills so that they can support a range of businesses and also ensuring uniform and remunerative territories for MEC groups to operate.
- The steps include assessment and ranking of blocks based on pre-set parameters, grouping of blocks into ‘zones’, and formation of MEC groups for zones. At the end of the exercise, pilot district is divided into different zones and each zone has an MEC group.
- Each MEC group has to come up with a business plan; the business plan preparation has the following objectives.
- Assessing existing and potential business opportunities for MEC groups and estimating earning potential
- Assessing the capabilities of MEC groups and figuring out ways to utilise them
- Estimating capital requirement for MEC groups to start their business
- Engaging MECs in remunerative business activities as per the plan
- Finalising business plans for the groups
Training Programs offered to Micro Enterprise Consultants
As the project's primary focus is on creating a community based support by training local persons in business management skills, a great emphasis is laid on providing intensive training and developing the skill set of Micro Enterprise Consultants. This is done by providing them with a comprehensive taining program spanning over 45 days over a period of six months. The objective is to equip them with basic math, soft skills and business managements skills. The sessions are provided by experienced and trained personnel and is done through class room sessions, group work, process oriented activities and even home based assignments.

Drawing from the experiences of developing micro enterprises in Kerala, KS-NRO works with partner-states to develop customized approaches suited to the local context. The strategy adopted for promoting micro enterprises in partner-states is distinctly different from that of Kerala as on one hand, the existing mechanisms in the district/block (of partner state) supporting micro enterprises may not be strong enough and on the other hand, entrepreneurs are relatively ill-equipped to face operational challenges and do not have adequate business knowledge. It is in this regard, the MEC project aims at developing field-level structures focused on providing multi-dimensional support to the rural microenterprises of the poor in partner states. The idea is to identify individuals from the community, train them and equip them to provide necessary handholding support to potential and existing rural enterprises.
MEC Project was drawn up with the following objectives
• Creation of sustainable livelihoods for rural people through self-employment initiatives
• Provision of community level handholding support through trained micro enterprise consultants (MECs)
• Enabling State Rural Livelihood Missions (SRLM) to formulate state policy for enterprise promotion and support
Project output
The project output is to identify, train and place Micro Enterprise Consultants (MECs) to provide hand-holding support to enterprises in a sustainable manner. The major activities under the project include identification and selection of MECs from the community, building their capacities and placing them in groups, establishing MEC-CBO linkages and rolling out sustainable monitoring mechanisms. It is about providing end-to-end support to potential entrepreneurs from the poorer sections of the society.
Implementation
Among the National Resource Organizations approved by National Rural Livelihood Mission under the Ministry of Rural Development, Kudumbashree NRO has done pioneering work in the area of promoting sustainable micro enterprises. When an interested state approaches Kudumbashree NRO, the first step for developing a partnership is to sign a MoU with the relevant state’s rural livelihood mission (SRLM). It is followed by exposure visits by officials from the SRLM to Kerala to understand the model as well as exploratory visit by a team from KS NRO to the partner-state to devise the scope and extent of the project. The next step is to place mentors in these states who will be responsible for driving the project on ground. The mentors are responsible for studying the existing enterprise scenario in the district/block and for establishing a mutually beneficial relationship with the community network and officials from the SRLM. Potential MECs will initially be identified by the SRLM. KS-NRO will be responsible for designing the selection process and conducting the selection-orientation workshop, at the end of which, a pool of MECs will be selected.
The next step is to train the selected MECs. Training programs like TED (Training in Entrepreneurship Development) & TEAM (Training in Enterprise Administration and Management) are provided through Master Trainers to equip them with basic arithmetic and business management skills. At the end of the trainings, MECs will be capable of formulating business plans for new enterprises and conducting business diagnostics for existing enterprises. It is with this acquired knowledge, the MECs offer their services to entrepreneurs in the MEC project district. Once the training is completed, the MECs are divided into groups and each group will be supporting a different zone in the district.
The MEC group will be responsible for benchmarking of enterprises in their area which includes collecting data on existing enterprises, grading them, and development of sectoral performance and business result indices. The MEC group will then engage with the community network to identify entrepreneurs and provide them with necessary support including forward and backward market linkages. They will also be responsible for encouraging women to start their own enterprises.
Micro Enterprise Consultants are the pillars of this project and shoulder the primary responsibility in supporting enterprises in the block. Their specific services to new and existing enterprises include identifying viable business opportunities appropriate to the conditions of the entrepreneur and the market, developing bankable business plans, linking them with financial institutions, helping entrepreneurs with sourcing of raw materials and facilitating market linkages. The MECs are also trained in maintaining web-based and app-based mechanisms which will be used for monitoring the financial performance of the businesses they support. The MECs will then use this information to guide the entrepreneurs in taking decisions which will be most beneficial for their business at frequent intervals. For the services provided by them, the MECs are paid as a group by the community network based on the MEC policy issued by the SRLM.
PROJECT CONTEXT
The PRI-CBO convergence project envisages a mutually beneficial relationship between the Panchayati Raj Institutions and the communities in the process of implementing poverty eradication programmes. Panchayati Raj institutions came to existence in 1993 through the 73rd constitutional amendment with a mandate of addressing rural poverty and ensuring social justice. The SHG network that has emerged alongside has been a huge social capital for the Gram Panchayat to work with for addressing poverty and ensuring social justice. Recognising the need for an effective functional relationship between PRIs, especially Gram Panchayats and the SHGs of women, in particular the Village Organisations (VO), the Ministry of Rural Development (MoRD) had amended the NRLM framework to incorporate provisions for bringing about a formal relationship between the institutions of local government and the organisations of the poor. Kudumbashree NRO with the experience of converging PanchayatiRaj Institutions with the SHG network has been mandated to support states interested inimplementing the model. The PRI-CBO Convergence project is based on this premise that a synergy between both these institutions can be mutually beneficial in addressing the issue of poverty for the larger goal of socio-economic development of the village. Developing an entitlements-based perspectives for women’s collectives is central to the strategy.
A comprehensive convergent action plan which is a mix of accessing entitlements and schemes in the domain of health, education, women and child development, agriculture, animal husbandry, creation of wage employment, creation of community assets, accessing credit for livelihoods and other needs, creation of water resources etc. are taken up. The implementation of these plans are often done in convergence with other CSS/SSS. Special efforts are also taken to include the action plans with the Gram Panchayat Development Plan.
Scope of the PRI-CBO convergence project includes the following
• Capacity building of Panchayati Raj Institutions (PRI) and Community Based Organisations (CBO)
• Creation of a community cadre (Local Resource Group) in every Panchayat
• Strengthening CBOs to engage PRIs for addressing the special needs of the poor and the marginalised
• Converging the implementation of MGNREGS and other centrally/state supported schemes for strengthening the PRI-CBO interface
• Improvement in the governance process through effective participation in Gram Sabhas
• Participatory assessment of entitlement exercise by the SHGs
• Preparing poverty reduction action plan for the Panchayats
• Creation and institutionalisation of Convergence Committees at the CBO and with the panchayats
The strategy is to increase the capability of women from the community network to demand entitlements and engage with the Panchayati Raj Institutions for better participatory planning. Such an enhanced participation of the community in local planning and monitoring of entitlements ensures an active involvement of the Panchayat thereby leading to better implementation of schemes and improved service delivery. To strengthen the process, a group of motivated individuals from the community, known as Local Resource Group (LRG) are selected and trained in aspects of local governance and development schemes for providing the anchor role in the PRI- CBO convergence process. The sustainability of this process is ensured by establishing institutional platforms with representatives from the community institutions and gram panchayat to promote effective dialogue between the two grassroot agencies. Experienced CDS Chairpersons from Kerala are sent as mentors to the states to work with the community.
For implementing the model, Kudumbashree NRO has evolved a set of tools for participatory assessment and planning by engaging SHGs with the constitutionally mandated local governance system (Panchayati Raj institutions). These tools, which are process oriented in nature, help in developing a strong community cadre and building capacities of local institutions for improving the reach and quality of public service delivery. The tools which are called Participatory Assessment of Entitlement (PAE), Entitlement Access Plan (EAP), Gram Panchayat Poverty Reduction Plan (GP2RP) and Village Poverty Reduction Plan (VPRP) are used by the SHG households for understanding and documenting gaps in entitlement access, planning for its access entitlements and undertaking joint consultative activities with Gram Panchayats (GP) for eradicating poverty at the village level. These tools help in generating a collective energy and a conducive atmosphere for the PRI and CBO to work together for village development. At the same time the entire process capacitates the local institutions to meet the development needs of the village.
Outcome of the participatory planning exercises
At the end of the above participatory planning exercises, GP2RP which is the comprehensive demand plan prepared by the community network is submitted to the Gram Panchayat. The plan is discussed during Gram Sabha and necessary components are then added to the Gram Panchayat Development Plan (GPDP). To strengthen and institutionalize the interaction between Panchayati Raj Institutions and Community Based Organizations, Kudumbashree NRO forms Gram Panchayat Coordination Committee (GPCC), an institutional platform set up at the Gram Panchayat level for better coordination between PRI and CBO in matters related to planning and service delivery.
KEY COMPONENTS UNDER CONVERGENCE PROJECT
BACKGROUND
The Start-up Village Entrepreneurship Program (SVEP) is the sub-scheme under the National Rural Livelihoods Mission initiated by the Ministry of Rural Development with the objective of addressing the issue of poverty and unemployment by encouraging entrepreneurship initiatives among the rural youth in the country. SVEP aims to establish systems that work on knowledge dissemination, advisory and financial support to the entrepreneurs that can lead to, identification and assisting of rural start-up entrepreneurs and provide handholding support to set up the right enterprise and sustain the same in the long run. For this purpose, a pool of block-level community cadre will be trained in business management to support the rural poor to set up their enterprises and handhold them for at least six months of start-up.
In the year 2016, Kudumbashree NRO was entrusted with the task of implementing SVEP in Kerala along with three other states- Jharkhand, Rajasthan, and Bihar by NRLM. The MEC model implemented by Kudumbashree in Kerala and in partner states was among the models that went into the design of SVEP. Kudumbashree NRO played a crucial role in the development of the concept of SVEP.
PROFILE
Kudumbashree NRO has been implementing SVEP in Kerala, Jharkhand, Rajasthan and Bihar since 2016. It was entrusted to implement SVEP in 11 more states - Chhattisgarh, Uttar Pradesh, Madhya Pradesh, Andhra Pradesh, Haryana, Sikkim, Tripura, Telengana, Mizoram, Arunachal Pradesh and Punjab. At present, the project is being implemented in Uttar Pradesh, Madhya Pradesh, Andhra Pradesh, Haryana, Sikkim, Tripura, Telengana, Mizoram, Punjab, Bihar, Rajasthan. Jharkhand, Chattisgarh and Kerala.
