Food Service Enterprises

BACKGROUND

Large-scale promotion and development of women-run food service enterprises happened in Kerala under the aegis of the State Poverty Eradication Mission of the Government of Kerala, popularly known as Kudumbashree Mission. The Café Kudumbashree model is about building community owned enterprises into professionally run food service units, engaging with the market from a relative position of strength.

 

In order to develop a holistic ecosystem for the women’ enterprise units in the food service sector, the Kudumbashree Mission created technical support agencies such as Adebha Institute for Food Research and Hospitality Management (AIFRHM) for providing regular inputs. The hospitality sector ecosystem has been built with local resources and capabilities. Two key elements of this ecosystem are AIFRHM and the network of Micro enterprise consultants (MEC). The combination of the AIFRHM team and MECs has worked as a catalyst to improve involvement of women in entrepreneurship and to develop professionalism among the women entrepreneurs to run their business effectively.

 

While helping the women to improve their business operations, the approach also focused on developing wider market opportunities for them in forms of food court and food fests. The appeal of ‘home-cooked’ food was the key unique proposition for the Kudumbashree food service units. The Café Kudumbashree approach, right from the beginning focussed on building women’s ability to cook and serve food that was ‘local’ and ‘natural’ to them. This meant that each food service unit catered to specific tastes from their social-cultural-geographic specificities. Thus, when aggregated at the State level, the Café Kudumbashree units provided a wide diversity of culinary traditions and products.

 

As of September 2020, the Café Kudumbashree network has 2425 food service enterprises across Kerala. 9825 women are reported to be owner-workers of these enterprises. Catering units are the most common type of food service enterprises in the Kudumbashree network, with 40% share. 33% of the enterprises are in the nature of kiosks, tea-shops or mini cafeterias. Only 9% of the enterprises are categorised as full-fledged restaurants. 18% are office canteens. Among these enterprises, 15% of the units have reported investments of more than 2.5 lakh,49% of units have investment between 50,000 to 2.5 lakh and 36% units have capital investment of less than 50,000.

 

In 2012, the Ministry of Rural Development, Government of India recognized Kudumbashree’s potential to support other States by announcing it as a National Resource Organisation (NRO) under the National Rural Livelihood Mission (NRLM). As NRO, Kudumbashree holds the mandate to partner with interested State Rural Livelihood Missions (SRLMs) and provide them with technical and implementation support. In Oct 2018, Bihar Rural Livelihoods Promotion Society (BRLPS), also known as Jeevika, and Kudumbashree NRO jointly piloted an institutional canteen model known as “Didi Ki Rasoi''. The successful pilot of the foodservice enterprise based on the learning of the cafe Kudumbashree Model opened up scope of replication of the model throughout the Nation.

MED

Micro Enterprise Development (MED) is a component under the Start-up Village Entrepreneurship Programme (SVEP) sub-scheme of Deendayal Antyodaya Yojana - National Rural Livelihoods Mission (DAY-NRLM). The MED scheme has the objective to support SHGs and their family member enterprises in the non-farm sector. Under MED, entrepreneurs get all necessary handholding support to enterprise set up and post enterprise grounding, financial support for enterprises promotion will be provided for CIF provision under NRLM and Banks/financial institutions.

BACKGROUND

National Rural Economic Transformation Project (NRETP) is a programme under DAY- NRLM aims to help women in rural households shift to a new generation of economic initiatives by developing viable enterprises for farm and non-farm products.

Providing livelihood options to poor households through non- farm initiatives is one of the focus areas of NRLM. Dedicated programmes like Start-up Village Entrepreneurship Programme (SVEP) and Aajeevika Grameen Express Yojana (AGEY) have supported entrepreneurs by developing an eco-system for supporting small businesses. Majority of the enterprises promoted under these programmes are nano enterprises. As the enterprises scale-up, the support services required in the growth phase are different from those in the initial phases of the enterprise. Women entrepreneurs face greater challenges in getting the support services. Some of the government programmes have components for supporting nano enterprises, however, there is a felt need for support to those nano-enterprises that are on a high-growth track requiring significantly higher amounts of finance and handholding.

One-Stop Facility (OSF) is set up to address the need of such enterprises at sub district level to provide professional business development services to nano- enterprises on the growth track.

PROFILE

Kudumbashree NRO has been supporting the capacity building of livelihood cadres under NRETP-OSF and OSF Management committee. It was entrusted for capacity building of Block Development Service Provider (BDSP) in 4 States – Assam, Bihar, Madhya Pradesh and Rajasthan.

Project Context

The Start-up Village Entrepreneurship Program (SVEP) envisages the promotion of rural livelihoods through community-led enterprise promotion at the block-level. In a country like India, where more than 90% of the population is dependent on the unorganized sector as a means for livelihood, it is important to create an ecosystem where entrepreneurs are equipped with adequate business skills, get incubation support and are provided with necessary financial assistance. It is with this mandate, SVEP intends to support 1.82 lakh village enterprises, in 125 blocks across 24 states in a span of four years from 2015 to 2019. The program will benefit households and communities beyond financial gains by helping the rural population, especially the most marginalized, SC, ST and women to gain a sense of dignity and self-reliance.

Kudumbashree NRO has been entrusted to support 53 blocks across eight states under SVEP.

 

The scope of its work will include the following


▹ To help rural poor come out of poverty by helping them set up enterprises and provide support till the enterprises stabilize.

▹ To provide entrepreneurs with business skills, exposure to new ideas, financial linkages and other necessary business support.

▹ Using NRLM SHGs/federations as supporting structure during first critical six months.


▹ Identify and train 1325 CRP – EP from 53 blocks to impart requisite support to the enterprises.


▹ Creation and strengthening of about 1,27,200 village enterprises in 53 blocks across 8 states in the first phase of four years.

 

Major components under SVEP:


i) Community Resource Person for Enterprise Promotion (CRP-EP) – SVEP provides for a community cadre selected and trained from the SHG network (NHG in Kerala) to be deployed to provide the technical assistance to entrepreneurs in the block. The CRP-EP is conceptualised similar to the Micro Enterprise Consultants (MEC’s) who have been trained and deployed by Kudumbashree.


ii) Block Resource Centre for Enterprise Promotion (BRC) – The Block Resource Centre is a community-owned institution which is expected to be a support system for all enterprise-related activities in the block using the MEC’s.


iii) Block Level Federation (BLF) - The Block Level Federation under NRLM will be the institutional platform for BRC-EP. It will be a registered entity and will be responsible for undertaking all financial transactions related to the functioning of BRC. The Block Level Federation will own the Block Resource Centre whereas the MEC group working in the block will be assigned the responsibility of operating the BRC.


iv) Community Enterprise Fund (CEF) – The CEF is a corpus fund at the block-level that is controlled by the community for the purpose of providing loans solely for the purpose of enterprise development. Under the project a loan of up to Rs. 1 lakh can be provided for an enterprise from the CEF, but it is recommended that loans above Rs. 50,000 be first routed through banks.

Enterprise Benchmarking Surveys 

  • These surveys are meant for developing benchmark values for a set of identified parameters for tracking the performances of micro enterprises run by the poor. It has come out of the understanding of the need for separate performance standards for benchmarking of micro enterprises of the poor; conventional industry standards are not useful here.
  • Data is collected from existing enterprises on their ownership, capital, operations, and costs. MECs collect data for each pilot district and feed into a software application which calculates values for given parameters.

Performance Tracking System 

PTS is a method of systematic collection and analysis of business information, to understand and measure business performance. The system is administered through Micro Enterprise Consultants (MECs), who have the responsibility to ensure maintenance of basic books of accounts by the entrepreneur, collection of data from the enterprise regularly, and generating financial statements from the transaction data thus collected. The financial statements allow comparison of the performance of an enterprise over time, and that of different enterprises of the same type at a given point of time. The PTS is currently being administered on paper as well as in an app based system. It ensures regular monitoring of the micro enterprises set up by poor women.

Utility of PTS to Stakeholders

PTS helps the entrepreneur in understanding the performance of the enterprise, analysing it, and thereby improving performance. It also helps the entrepreneur in availing finances for the enterprise as it ensures systematic book keeping and timely generation of financial statements. It helps banks and financial institutions in assessing the performance of the enterprise and the credit-worthiness of the entrepreneur. For the State Rural Livelihood Missions (SRLMs), the PTS provides useful information on the performance of enterprises covered under their projects, in monitoring the performance of MECs, and in formulating or changing policies on enterprise promotion.

MEC groups and business plans 

  • The objectives of MEC group formation includes pooling of multiple skills so that they can support a range of businesses and also ensuring uniform and remunerative territories for MEC groups to operate.
  • The steps include assessment and ranking of blocks based on pre-set parameters, grouping of blocks into ‘zones’, and formation of MEC groups for zones. At the end of the exercise, pilot district is divided into different zones and each zone has an MEC group.
  • Each MEC group has to come up with a business plan; the business plan preparation has the following objectives.
    • Assessing existing and potential business opportunities for MEC groups and estimating earning potential
    • Assessing the capabilities of MEC groups and figuring out ways to utilise them
    • Estimating capital requirement for MEC groups to start their business
    • Engaging MECs in remunerative business activities as per the plan
    • Finalising business plans for the groups

As the project's primary focus is on creating a community based support by training local persons in business management skills, a great emphasis is laid on providing intensive training and developing the skill set of Micro Enterprise Consultants. This is done by providing them with a comprehensive taining program spanning over 45 days over a period of six months. The objective is to equip them with basic math, soft skills and business managements skills. The sessions are provided by experienced and trained personnel and is done through class room sessions, group work, process oriented activities and even home based assignments.
