Kudumbashree National Resource Organization (NRO) has been recognized as a Technical Support Agency (TSA) by MoRD, leveraging its extensive experience with foodservice enterprises in Kerala—most notably through the ‘Café Kudumbashree’ initiative.
Through its work in Kerala and other partner states, Kudumbashree NRO has developed expertise in establishing foodservice enterprises tailored to the rural landscape, fostering economic resilience and growth in underserved communities. The organization plays a central role in enabling self-sufficiency and entrepreneurial skill-building among rural women and communities.
As the designated TSA for food clusters under the NRLM program, Kudumbashree NRO supports various states in creating a robust ecosystem for foodservice enterprises, including guiding scoping studies and Detailed Scoping Report (DSR) proposals, critical to identifying viable enterprise opportunities that align with local resources and market demand. Beyond strategic planning, Kudumbashree NRO also provides holistic capacity-building initiatives that empower rural entrepreneurs to independently manage and scale their food enterprises. These initiatives include comprehensive training modules, hands-on support, and the establishment of best practices that cater to the unique needs and challenges of rural food service businesses.

Introduction of the NRETP Food Service Cluster Project
The National Rural Economic Transformation Project (NRETP) Food Service Project is a transformative initiative focused on empowering rural communities by establishing sustainable food service enterprises. This project primarily targets women in self-help groups (SHGs), providing them with training, resources, and the framework needed to become successful entrepreneurs. The project emphasizes inclusivity, economic empowerment, and long-term sustainability within the rural non-farm sector.
The project has been developed in a way where the main implementation strategy revolves around developing model enterprises in identified areas and focusing on developing capacity building of the SRLM. The replication of the model enterprises is facilitated by the SRLM and supported by NRO.

With agriculture often offering limited and uncertain income in rural areas, there is a pressing need to diversify income sources. This project, under the National Rural Livelihood Mission, seeks to harness the entrepreneurial potential within SHGs by promoting food service clusters. Drawing on Kudumbashree’s successful experiences promoting Cafe Kudumbashree models in Kerala and similar experiments in Bihar under the Didi Ki Rasoi interventions, the project envisions women-led businesses that meet local demands while boosting rural economies.

Stree Samarthya Yojana (SSY) Food Service Enterprise Promotion Overview Kudumbashree NRO, as the Technical Support Agency (TSA), is implementing the SSY Food Service Enterprise Promotion project in Karnataka. The MoU was signed in March 2023. The project aims to empower women entrepreneurs in the food service sector, enhancing livelihood opportunities, promoting entrepreneurship, and improving market access and competitiveness.The project covers all 30 districts of Karnataka, with a focus on promoting women-led food service enterprises.
Brand Name
The project promotes the “Akka Cafe” brand, aiming to create a recognizable and standardized identity for women-led food service enterprises.
Project Timeline
The 24-month project, running from December 2022 to November 2024, included a series of pivotal milestones. In March 2023, the Memorandum of Understanding (MoU) with Sanjeevini Mission was signed, setting the project in motion. This was followed by the project initiation meeting in May 2023. A focused culture and cuisine immersion phase took place from June to August 2023, enriching team understanding of local contexts. Moving into 2024, an assessment of existing enterprises was conducted from February to April, providing a comprehensive overview. The project’s final phase, dedicated to identifying and supporting new locations, was completed from August to October 2024, laying the foundation for sustained progress.

The Diagnostic Study Reports (DSRs) for Madhya Pradesh received approval from the NRLM Empowered Committee on January 4, 2022. Following this, an MoU was signed in June 2022 with Kudumbashree NRO to facilitate the setup of 110 enterprises across multiple districts. The project spans various districts, with 166 identified locations selected for targeted implementation and support.

The Diagnostic Study Reports (DSRs) for Uttar Pradesh received approval from the NRLM Empowered Committee on January 4, 2022. Following this, an MoU was signed in August 2023 with Kudumbashree NRO to establish 150 units across 10 districts. As part of this initiative, 35 business plans were prepared, with particular emphasis on formalization efforts in Prayagraj and Sultanpur. Key project highlights include the successful establishment of Prerna canteen models at the UP International Trade Show, generating a revenue of ₹9 lakhs, and capacity-building efforts with 63 entrepreneurs trained to date.
