Start -up Village Entrepreneurship Programme

The Start-up Village Entrepreneurship Program (SVEP) is the sub-scheme under the National Rural Livelihoods Mission initiated by the Ministry of Rural Development with the objective of addressing the issue of poverty and unemployment by encouraging entrepreneurship initiatives among the rural youth in the country. 

SVEP aims to establish systems that work on knowledge dissemination, advisory and financial support to the entrepreneurs that can lead to, identification and assisting of rural start-up entrepreneurs and provide handholding support to set up the right enterprise and sustain the same in the long run. For this purpose, a pool of block-level community cadre will be trained in business management to support the rural poor to set up their enterprises and handhold them for at least six months of start-up. 

In the year 2016, Kudumbashree NRO was entrusted with the task of implementing SVEP in Kerala along with three other states- Jharkhand, Rajasthan, and Bihar by NRLM. The MEC model implemented by Kudumbashree in Kerala and in partner states was among the models that went into the design of SVEP. Kudumbashree NRO played a crucial role in the development of the concept of SVEP.

Project Context:

 

The Start-up Village Entrepreneurship Program (SVEP) envisages the promotion of rural livelihoods through community-led enterprise promotion at the block-level. In a country like India, where more than 90% of the population is dependent on the unorganized sector as a means for livelihood, it is important to create an ecosystem where entrepreneurs are equipped with adequate business skills, get incubation support and are provided with necessary financial assistance. The program benefits households and communities beyond financial gains by helping the rural population, especially the most marginalized, SC, ST and women to gain a sense of dignity and self-reliance.

 

Major Objectives: 

 

Major Components of the project:

 

  1. Block Resource Centre for Enterprise Promotion (BRC-EP) – The Block Resource Centre is a community-owned institution which is expected to be a support system for all enterprise-related activities in the block using the CRPs-EP.
  2. Community Resource Person for Enterprise Promotion (CRPs-EP) – Community cadres selected and trained from the SHG network to be deployed to provide the technical assistance to entrepreneurs in the block. They are trained in Business Management, and they support BEPC to achieve the objectives of SVEP in the block. They are selected from the community because of their understanding of the community, culture and geography of the place.
  3. Block Enterprises Promotion Committee (BEPC): BEPC are the selected representatives from the highest level of community federation. The committee is responsible to lead the project at the block level and responsible for enterprises promotion. 
  4. Community Enterprises Fund (CEF): The CEF is a corpus fund at the block-level that is controlled by the community for the purpose of providing loans solely for the purpose of enterprise development. The fixed fund is provided by NRLM in the line of Community Investment Fund (CEF).

Capacity Building of CRP-EP

 

CRPs-EP requires knowledge and skills in diverse areas to function well. They also need to work cohesively and build a strong CRP-EP group for the programmes’ impact to sustain. They need to build capacities as an individual as well as a group member.  

 

National level training curriculum for CRPs EP is developed to trained, it is called Foundation Module. The module is designed to equipt them in business management, soft skills and project components. The training of CRP-EP is for 30 days over a span of 4-5 months. The gaps between the training are utilized for conducting a session on participants’ handbooks and completing the field assignment given after each training module. The curriculum also covered the aspects of ToT in CBO and Entrepreneur training modules.

 

Community Leadership in Enterprise Development

 

The Block Enterprises Promotion Committee (BEPC) drives the project by taking a leadership role in promoting enterprises and monitoring the project’s physical and financial progress. Members receive training on project components, guidelines, and business concepts to support effective oversight and decision-making.

Project Timeline with Milestone 

 

Four-year project period is strategically designed, and milestones are well defined to meet the objectives of the SVEP. Under each milestone activities are defined for each stakeholder and at every milestone stakeholder achieved certain level of maturity on the project. 

 

Performance Tracking System (PTS)

 

PTS is a systematic method for collecting and analyzing enterprise transaction details to assess and measure enterprise performance. This system is administered through CRP-EPs, who are responsible for ensuring that entrepreneurs maintain a daybook, collecting data monthly from each enterprise, and generating financial statements from the transaction data. These financial statements enable comparison of an enterprise’s performance over time and also allow for comparison among enterprises of the same type at a given point in time. Each month, CRP-EPs prepare financial statements and provide consulting to entrepreneurs based on the analysis. The PTS system supports enterprises in improving and growing.

 

Management Information System (MIS)

 

A comprehensive MIS is maintained for each SVEP block to monitor and track its progress. The system includes detailed information on enterprises, entrepreneurs, enterprise performance data, as well as BEPC and cadre details. This data provides a foundation for analyzing block progress and enterprise profiles, supporting programmatic and policy decisions and planning. The MIS is updated every month to ensure accurate and timely information.

 

State wise Details:

The MoU between SERP and Kudumbashree NRO for implementing SVEP in two blocks of Rajam and Narasannapeta in Srikakulam district was signed in November, 2017. A state-level stakeholder orientation workshop was conducted in Vijayawada immediately afterwards. In January 2018, MoU for two more blocks of Tanuku and Markapur in West Godavari and Prakasam districts was signed. Mentors from Kudumbashree NRO were engaged in the field to coordinate mobilisation, selection and orientation of CRPs-EP. The CRPs-EP were engaged in the data collection process for the preparation of DPRs in all the blocks. CRPs-EP are currently being trained in functional aspects like finance, marketing and operations and technical awareness on a wide range of enterprise types.

In 2021, MoU was signed between Arunachal Rural Livelihoods Mission (ArSRLM) and Kudumbashree NRO for implementation of the Start-up Village Entrepreneurship Programme (SVEP) where Kudumbashee NRO is a Project implementation Agency (PIA) for the project. Following the MoU, Detail Project Report (DPR) was prepared and got approved by NRLM on March 23, 2022, for three merged blocks: Namsai, Tizu and Chongkham. The project period for SVEP merged block is from July 2022 to July 2026.

The journey of Kudumbashree NRO in Bihar began with the Micro Enterprise Consultant (MEC) Project from 2012 to 2016. During this phase, the focus was on training Micro Enterprise Consultants who would go on to support enterprise development in rural areas. Following the successful completion of this phase, SVEP was rolled out in two phases: Phase 1 (2016-2021) and Phase 2 (2018-2022). Each phase has contributed to scaling the program and increasing its reach to benefit more districts and blocks across Bihar.

On 17th February 2022, Bihar Rural Livelihood Promotion Society (BRLPS) and Kudumbashree- National Resource Organisation has entered into a new MoU for Capacity Building support to BRLPS in implementation of Phase 3, 10 Start-up village entrepreneurship program (SVEP) blocks.  Based on the MoU, the major areas where NRO supports BRLPS are preparation of DPR, Capacity, Building of CRP-EPs, Capacity Building of CBO and Capacity Building of SRLM.

The MoU with Chhattisgarh SRLM was signed in January 2018 for implementing SVEP for three Blocks- Balrampur in Balrampur district, Chhura in Raipur district, Rajnandgoan in Rajnandgaon district. The work was initiated with a state level stakeholder workshop conducted in the same month followed by selection of CRPs-EP in February’18. The selected CRPs-EP were provided with a series of training programmes for conducting census and survey for DPR. This provided them with first hand exposure to the block. All the selected CRPs-EP are women in the mentioned SVEP blocks. Balrampur and Churra have more proportion of ST population compared to Rajnandgoan block. Now, in the third year of implementation with average coverage of 450 SHGs and 55 VOs in Balrampur, Chuura and Rajnandgaon block. The eight module of capacity building of training namely TED I, II, III, TEAM AI, AII, TEAM BI, BII, BIII has been given to the CRP-Eps in all the blocks.

The partnership between HSRLM and Kudumbashree NRO for implementation of SVEP project was initiated in May 2018. The MoU was signed for two blocks of Pinjore (Panchkula) and Gharaunda (Karnal) for which the DPR was approved in September 2018. The 4 years program implementation was for the duration from September 2018 to August 2022. Activities such as stakeholder workshop, block-level orientation on SVEP, CRP-EP selection, census, baseline surveys, DPR preparation and capacity building of CRP-EP have been completed for both the blocks. Only SHG women were selected to become CRP-EP in Haryana. The BRC office has been set up in both the blocks with necessary requirements and systems in place. Apart from enterprise promotion, multiple skill trainings in food/catering service, clothing, and other related fields have been provided to SHG women. Festival markets and weekly markets have also been promoted, with the aim of local economic development.

Kudumbashree National Resource Organisation has been a prominent partner with Jharkhand State Livelihoods Promotion Society (JSLPS) and has been supporting in implementation of Start Up Village Entrepreneurship Programme (SVEP) since 2016. Kudumbashree NRO has supported in the implementation of Phase 1 and Phase 2 blocks. For the Phase III blocks MoU was signed in Dec 2018, and DPRs were prepared by March 2019 for three blocks (Gola, Domchanch and Daru).

The Empowered Committee (EC) approved the DPR of Gola and Domchanch in August and suggested appending Tatijhariya to Daru in order to ensure financial feasibility of the project. As per the directions of EC, DPR for Tatijhariya was prepared in Sept and the same got ratified by the EC in November 2019. In total NRO has supported in implementation of SVEP project in 12 blocks of Jharkhand spanning over 8 districts.

The project has been piloted in Kerala at two blocks namely, Parakode block at Pathanamthitta district and Vadavucode block at Ernakulam districts in the year 2017. The DPR got approved in the year January 2017 and the project has come to its exit stage now, marking the completion of its 4-year term as on 31st March 2021.

In a span of four years, a lot of resources have been created in the block such as the committee

of community leaders who have been trained to support and monitor enterprise promotion in

the block. A group of MECs who have undergone rigorous training and handholding to support

first-generation entrepreneurs in becoming self-dependent. Along with that, the project has also

led to the setting up of Block Resource Centre as a one-stop facility for enterprise promotion

with all its knowledge and resources.

 

The project is being owned, managed, implemented and monitored by the BNSEP committee,

a representative body comprising of Kudumbashree CDS Chairpersons and ME conveners

from all the Gram Panchayats of the respective blocks. As part of the project, a Block Resource

Centre was set up at Vadavucode as a one stop facility centre for enterprises promotion through

the services of a local resource pool of business consultants named Micro Enterprise

Consultants who were selected and trained from the community.

The MoU for partnership between Madhya Pradesh State Rural Livelihoods Mission (MP- DAY SRLM) and Kudumbashree NRO to implement the project in Five Phase 2 blocks (Aron, Jeerapur, Khilchipur, Rehli and Pichhore) of Madhya Pradesh materialized in the month of October 2017. The DPR got approved in the year July 2016 and the project has come to its exit stage now, marking the completion of its 4-year term as on 31st March 2022.

Start Up Village Entrepreneurship Program was initiated in Mizoram from 2019 onwards. The phase I block is merged block of Serchhip and East Lungdar. In the second phase the Program was approved by the EC committee. The MoU for Mamit and Siaha has been signed on 11th of October 2021 and thereafter the field operations started from 2023 onwards for Mamit and Siaha blocks. Financial year 2023-24 is the 4th year of Serchhip and 1st year for Mamit and Siaha blocks.

Kudumbashree National Resource Organisation and Punjab State Rural Livelihood Mission (PSRLM) entered in an MoU on 30th March 2021 for the implementation of the SVEP in Guru Harsahai block of Firozpur district. The DPR was approved in December 2021 and the project implementation period started in January 2023. The year 2023-24 is the 1st Financial year of the project.

SVEP is implemented in five blocks of Rajasthan. For the two Phase-I blocks, namely Begun (Chittorgarh) and Kekri (Ajmer). MoU was signed in December 2015. The three Phase-II blocks, namely Antah (Baran), Deoli (Tonk) and Taranagar (Churu), were selected for SVEP implementation by RGAVP and the MoU for the same was signed in May 2018. SVEP implementation in Begun and Kekri blocks was completed in March 2021. Implementation in phase II blocks is completed in year 2022.

All the five SVEP blocks of Rajasthan have been placed with a dedicated mentor for supporting the programme implementation. Further, two Block Anchor Persons (BAPs), experienced senior mentors of Kudumbashree NRO, have been deployed in the state to ensure attention to specific focus areas under the programme.

Sikkim became the 2nd Northeastern state to implement SVEP under NRLM. The MoU of Sikkim was officially signed on 15th of March 2021 and DPR got approved by NRLM in February 2022. The project is of 4 years. The project implementation period is started in March 2022 and hence the program will officially end in March 2026. The year 2023-24 is the 2nd financial year of the project.

The Telangana SRLM collaborated with Kudumbashree NRO in the year 2019 to facilitate the implementation of SVEP in the 3 blocks, Amangal, Makthal and Devarakonda under Phase I of SVEP implementation. In 2021 DPR of Utnoor block was approved and implementation started in April 2021. The Telangana got approval for one more block, Wardhanappett. DPR of Wardhanappett got approved in September 2021 and the implementation stared from April 2022. Kudumbashree NRO has carried out preparatory operations with the help of Telangana SRLM, including the preparation of Detailed Project Reports (DPRs), the selection of CRP-EP, capacity building of cadres and community leadership, and orientation of SRLM staff in FY 2019-20. During the FY 2020-21, the enterprise promotion activities were launched.

MoU was signed between Kudumbashree NRO, acting as the Programme Implementation Agency (PIA), and the Tripura Rural Livelihoods Mission (TRLM) on 09 February 2021. Following this, the Detailed Project Report (DPR) was approved on 11 November 2021 for Phase 1 and 10 December 2021 for Phase 2. With collaborative effort between the Tripura Rural Livelihoods Mission (TRLM) and Kudumbashree NRO the project is being implemented in the Ambassa SVEP Block, covering Ambassa & Salema blocks in Phase 1 and Matabari Block and Satchand Block in Phase 2. The project is proposed to receive support from the PIA for a 4-year period starting from June 2022 to June 2026 in Phase 1
